SAFCo is a newly established national platform dedicated to advancing Singapore’s Sustainable Aviation Fuel (SAF) policy under the Sustainable Air Hub Blueprint.

Purpose

To accelerate the decarbonisation of air travel in Singapore by making SAF adoption seamless, transparent, and scalable.

Vision

To position Singapore as a trusted global leader in sustainable aviation, enabling transparent and scalable deployment of SAF — powering air hub growth while achieving net-zero by 2050.

Mission

We manage the SAF levy, procure SAF at scale, and empower businesses and individuals to reduce air travel emissions through credible and impactful climate action. Our work connects policy with practice — ensuring that every litre of SAF purchased, and every Environmental Attribute issued, contributes meaningfully toward Singapore’s national decarbonisation goals.

In our first year, SAFCo is focused on building the frameworks and partnerships that will turn Singapore’s sustainable aviation goals into an operational reality.

  • Aggregate demand to meet SAF target of 1%, creating a strong foundation of base demand.
  • Provide a clear demand signal to encourage investment in SAF production capacity.
  • Long-term goal is to increase SAF target to 3–5%, subject to wider availability and adoption.

  • Access competitive SAF and SAF EA pricing without building in-house procurement capabilities—leveraging SAFCO’s expertise.
  • National SAF policy base demand provides scale and certainty to develop credible procurement systems.
  • Voluntary business demand complements the regulatory baseload, unlocking additional economies of scale.
  • Aggregated demand anchors long-term supply agreements at attractive pricing, and strengthens overall market signals and supports a more efficient, cost-effective SAF supply chain for the future.

    SAFCO's sustainability experts and processes will follow internationally recognised sustainability certification frameworks to ensure robust compliance and credibility.
  • Aligned with Global Standards
    Fully adheres to internationally recognised frameworks like CORSIA, reinforcing transparency and trust.
  • Digital Traceability and Transparency
    Utilises advanced digital infrastructure, including the SAF Registry, to manage Environmental Attributes with end-to-end transparency and traceability.

The critical mass point is reached when aggregated demand, driven by regulatory demand and complemented by voluntary purchases, provides producers with the confidence to invest in SAF production capacity and infrastructure. SAFCo’s role is to consolidate and signal this demand clearly to the market.

SAFCo’s long-term ambition extends beyond implementation. As the SAF ecosystem matures, SAFCo will:
